E.1 Healthcare delivery Active
Review and quality control across outpatient, inpatient, medical record and insurance workflows, composed from D.1, D.2, D.3 and D.8. Graded by before-and-after comparison of time compression, human interventions per thousand steps and quality indicators.
Evidence: planned. Only planned benchmark cards list this capability so far; no frozen benchmark version exists for it. For scenario capabilities the state is derived from the D-domain capabilities they are composed of (the lowest among them); levels for E are issued only by signed L5 override.

Definition in detail
Hospital and insurance workflows only benefit if review and QC artifacts reduce time and human intervention without lowering quality. Component scores alone do not show this.
Inputs a task gives
- Baseline measurements of the workflow before the agent is introduced: time per item, human interventions and quality indicators
- Workflow materials for the component capabilities D.1, D.2, D.3 and D.8
- Written definitions of the scenario indicators
Artifact required
The component artifacts defined by D.1, D.2, D.3 and D.8, and a scenario run record: indicator values before and after, an intervention log, and links to the component result records.
How it is graded
Graded by before-and-after scenario indicators: time compression, human interventions per thousand steps and quality indicators, computed by program from the run record against the baseline. Levels L1 to L4 are to be derived by program from verified result records once their thresholds are set; methodology 0.1.0 sets none and issues no level. L5 (role candidate) is never derived: it requires written before-and-after evidence on the scenario indicators and external anchors pointing the same way, and is granted only by a signed level override in registry/level-overrides with evidence links and the signer named.
In scope
- End-to-end review and QC across outpatient, inpatient, medical record and insurance workflows
- Time compression and intervention rate against a measured baseline
Out of scope
- Scoring of each component artifact - graded under D.1, D.2, D.3 and D.8
- Regulatory classification of a product built on the scenario - recorded in regulatory_context, not graded
Typical failures
Expected failure patterns; not measured rates.
- High component pass rates without fewer interventions, because outputs still need reformatting
- Time saved on drafting lost again to reviewing over-reported findings
- Indicator definitions that change between the before and after measurements
